A. No. You do not have to pay when you reject a parcel. All-cigs.com will cover the costs.

Q. In other words, will I commit a criminal offense if I buy more than for personal use?
A. No. Purchasing in itself is not a criminal offense. A regular customs declaration is attached to each parcel stating the contents and the corresponding value.
