A speech bubble from Lambert's mouth stated "Let's have a picnic, Butler"; a speech bubble from Butler's mouth stated "I'll bring twenty friends, Sir". The complainant objected that the poster implied: 1. cigarettes were friends; and 2. cigarettes would attract friends, suggesting that smoking increased popularity.Complaint upheld
The advertisers said the advertisement was one of a series, that had run for many years, featuring dialogue between the two fictional characters, Lambert and Butler. They argued that the advertisement showed Lambert as having no friends other than his elderly butler and rather than suggesting social success it depicted the opposite: the two characters were about to have a picnic on their own. The advertisers explained that the irony of the advertisement was that Lambert had prepared the picnic basket and was carrying it, whereas Butler had simply produced his packet of cigarettes. The advertisers asserted that the advertisement had appeared on 1600 outdoor panels, throughout the UK, and they had received no other complaints. They said they had no plans to use the poster again at present. Although it considered that the advertisement portrayed the characters as figures of amusement and not as being socially successful, the Authority considered that Butler's comment implied that cigarettes were friends and encouraged smoking. The Authority concluded that the advertisement breached the Codes.
